The NGO Platform is dedicated to serving and facilitating the work of its members to efficiently and effectively address the humanitarian needs of conflict affected people. This is done through advocacy, coordination, information sharing, representation, and external stakeholder engagement.
The NGO Platform’s core function is to support members in the following areas:
- Identifying strategic issues of common concern and common positions
- Advocating with a unified and consistent voice to influence strategy, policy, and decision making
- Information sharing and coordination
- Engaging and representing the NGO Platform and its members towards external stakeholders
- Promoting and supporting a locally-led response
In addition to the above, the NGO Platform facilitates representation of NGOs in response leadership bodies and works to enhance engagement of NGOs in response planning and coordination mechanisms. The NGO Platform also supports members to address common administrative challenges to NGO operations. At the initiative and under the leadership of members, the NGO Platform may also spearhead joint initiatives to better meet response needs.
What you get from joining the Humanitarian NGO Platform in Ukraine?
- Connect with over 100 national and international NGOs for joint action, coordination, and learning. The Platform currently hosts regular in-person meetings in Kyiv, Dnipro/Kharkiv and Mykolaiv, always with the opportunity to join online as well and supported with translation.
- Play an active role in setting the humanitarian agenda in Ukraine directly or through elected representatives in the humanitarian coordination mechanisms.
- Contribute to strengthening equitable partnerships and localisation through joint work on due diligence harmonisation, certification, and “passportisation” efforts.
- Take part in a unique evidence-gathering initiative on the financial and non-financial support provided by international partners to Ukrainian NGOs, feeding into the global localisation agenda.
- Share and access relevant ideas, requests, publications, calls for proposals/partnerships, and events through a collaborative information space.
- Engage in joint advocacy efforts and positionings, including representation at high-level events such as the Senior Officials Meetings in Brussels.
- Participate in regular dialogue with donors, the UN, and government representatives to amplify the voice of NGOs in Ukraine.
- The Platform is not just for Country Directors – we also host optional groups for Area Managers, Advocacy Focal Points, Human Resources Managers, Partnership Managers.
Responsibilities of the Humanitarian NGO Platform in Ukraine members
- Attend at least 50% of Country Director meetings (mandatory).
- Participate in person in the annual General Assembly Meeting (mandatory).
- Respond to at least 80% of “For Action” requests (mandatory).
- Respond to the NGO Platform’s requests within the set deadlines.
- Keep organizational contact details up-to-date via the NGO Platform’s website.
- Assign relevant technical-level staff to engage in the NGO Platform’s working groups, where feasible.
- Contribute to the development and implementation of the NGO Platform’s Strategy, Action Plan, and joint initiatives.
- Promote and use the NGO Platform’s talking points in bilateral meetings with stakeholders and encourage their uptake at regional and HQ levels of your organization.

What our members say about the Platform?
With the support of the Platform and raising issues of indirect cost recovery (ICR), we managed to raise funds for ICR in 3 large projects, which will allow our organization to cover the salary costs of staff that cannot be included in projects, as well as create a “financial safety cushion” for some time.
The capacity strengthening workshop in November 2024 was an amazing opportunity to talk more in-depth about a topic that many members are working on.
Clarity on mobilization legislation and the way NGOs are reacting to it, allowing us to formulate internal policies, communicate to staff, and address rumours.
