Localization refers to the process of shifting decision-making power in humanitarian response to local organizations. This approach is widely recognized for enabling faster, more effective, and more cost-efficient aid delivery.
Despite commitments made by the humanitarian community — most notably through the signing of the Grand Bargain at the 2016 World Humanitarian Summit — progress toward meaningful localization has been limited.
This report aims to introduce a framework of indicators to assess the progress of international non-governmental organizations in achieving their localization goals, using Mercy Corps as a case study.
It offers insights from local and international humanitarian organizations as well as donors, and is intended to inform and support a wide range of stakeholders engaged in humanitarian response in Ukraine and beyond.
The report was authored by Antonia Foldes, Master of Public Policy from the John F. Kennedy School of Government at Harvard University, in collaboration with Mercy Corps Ukraine.
