Ukraine continues to develop its legal and regulatory framework in the field of women’s rights and gender equality even during the full-scale military aggression; however, the effectiveness of these changes remains limited due to implementation challenges.
At the beginning of 2026, a team of experts with experience in preparing national and international monitoring reports, representing 11 member organizations of the national network “Women’s Consortium of Ukraine,” conducted a Monitoring of the Implementation of Women’s Rights in Wartime (2022–2025). The result of their work was an analytical report consisting of 9 thematic sections. The subject of the report was the Concluding Observations on the ninth periodic report of Ukraine issued by the Committee on the Elimination of Discrimination against Women regarding the implementation of the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
The publication is intended for civil society activists, human rights defenders, representatives of state authorities and local self-government bodies, representatives of international organizations, as well as all interested audiences.
